A water rescue throw bag is a shore-based or vessel-based deployment system that enables trained rescuers to establish rapid rope contact with a conscious victim in the water, preventing submersion and facilitating retrieval across distances up to 70 feet.

The EVAC Systems EP400 is built around a 70-foot 3/8-inch Sterling WaterLine polypropylene rope that floats on the water's surface, contained in a 1000D Cordura bag with a 1.5-inch foam disc base for positive buoyancy. The mesh side panels drain the bag near-instantaneously upon retrieval, enabling immediate re-throws without the weight penalty of a saturated bag. Elastic chemical light loops on the exterior accept standard light sticks, converting the system into an illuminated retrieval beacon for night and low-visibility operations.

Effective deployment follows a four-phase protocol: pre-deployment stance and bitter end security, the throw with upstream aim, contact and recovery using the pendulum technique, and rapid reset for re-throw. The pendulum technique is the critical recovery principle. Rather than pulling the victim directly against the current, the rescuer anchors position and allows rope tension to arc the victim naturally to shore. This prevents both victim and rescuer from being overcome by hydraulic force.

The EP400 is scoped for static water, Class I through II moving water, man-overboard situations, and ice rescue by trained personnel. It is explicitly not rated for use as a life-safety rappelling or belaying line, as a static anchor for rescuers entering water, or for rescue of unconscious victims who cannot grip the bag.

Field Application Steps

1. ESTABLISH POSITION: Assume a stable stance on shore before deployment. If operating in or near moving water, position yourself downstream of the victim to maintain rope control and prevent being pulled off-balance.

2. CONFIRM EQUIPMENT READINESS: Remove the throw bag and visually confirm the bitter end loop is accessible at the mouth of the bag. If conditions are low-light or dusk, snap and activate a chemical light stick and insert it firmly into the elastic loops on the bag exterior.

3. SECURE THE BITTER END: Place the rope end loop over your non-throwing wrist, under your foot, or anchor it to a fixed object before throwing. Failure to secure the bitter end before the throw results in loss of the entire rope system.

4. MAKE VERBAL CONTACT: Yell "ROPE! ROPE! ROPE!" to alert and orient the victim before the throw. A prepared victim grabs the bag more reliably than one who is surprised by it landing nearby.

5. EXECUTE THE THROW: Aim just beyond the victim and slightly upstream so the current carries the rope across them. Use a smooth, powerful underhand or overhand throw while maintaining full control of the secured bitter end. Verify the rope deploys freely without snagging on gear or obstacles.

6. DIRECT THE VICTIM: Once contact is made, verbally instruct the victim to grab the bag and put it over their shoulder. This improves their grip security and reduces the risk of losing contact during retrieval.

7. APPLY THE PENDULUM TECHNIQUE: Do not attempt to pull the victim directly against the current. Plant your feet, anchor your position, and allow rope tension to swing the victim in a natural arc toward shore. Guide them to a safe eddy or exit point as they approach.

8. RESET FOR RE-THROW IF NEEDED: If the first throw misses, retrieve the line quickly. The mesh panels drain the bag immediately. Repack by stuffing the rope loosely into the bag one handful at a time. Do not coil the rope. Stuffing prevents tangles and enables faster, more reliable re-deployment.
