The kit is organized across four operational packages: sustainment, sanitation, medical, and environmental control. The sustainment package includes four 3,600-calorie food bars and thirty 4.2 oz water pouches, providing 126 total ounces of hydration. These resources are finite by design, requiring immediate rationing upon deployment. The food bars must be divided into pre-portioned segments by the designated Incident Commander and distributed on a controlled schedule to extend the supply across the duration of the event.

The sanitation system consists of a 5-gallon bucket with a snap-on toilet seat, ten toilet liners with Eco Gel, nitrile gloves, a biohazard bag, and toilet paper. Eco Gel solidifies liquid waste and reduces odor after each use. Used liners must be double-bagged inside the biohazard bag and kept physically separated from food and water distribution points to prevent pathogen spread.

The first aid module supports management of minor bleeding, wounds, and shock within a basic scope of practice. Key components include wound management supplies, trauma scissors, a triangular sling, and a Mylar emergency blanket for shock and hypothermia. The CPR barrier mask included in the kit is restricted to individuals with current CPR certification. Battery-powered tools including two LED flashlights and an AM/FM/WB radio require strict conservation, with five light sticks available for ambient illumination.

Field Application Steps

1. ESTABLISH COMMAND AND CONTROL: Designate the lead staff member as Incident Commander. Conduct an immediate head count, note any missing individuals, and verbally confirm the lockdown is complete: door secured, lights off, all personnel silent and positioned away from windows and doors.

2. RETRIEVE AND INVENTORY THE KIT: Once the initial crisis has stabilized, retrieve the Lockdown Kit. Open the 5-gallon bucket and conduct a rapid inventory, confirming that water pouches, food bars, and first aid components are all present and undamaged.

3. CONDUCT TRIAGE: Quietly assess the status of all personnel. Identify anyone who is injured, ill, or has a critical medical need such as diabetes or asthma. Address immediately treatable injuries using the First Aid Module, operating only within your level of training and certification.

4. ESTABLISH THE RATIONING PLAN: Implement a strict water and food distribution schedule immediately. Calculate distribution based on available supply, for example one 4.2 oz water pouch per person every eight hours. Divide each food bar into pre-portioned segments. Do not permit unregulated consumption.

5. SET UP THE SANITATION AREA: Designate a corner of the room as the sanitation station. Place one toilet liner inside the bucket and snap the toilet seat onto the rim. Use a tarp or emergency blanket as a privacy screen. Brief all personnel on proper hygiene procedures, including Eco Gel use after each use and glove protocol for liner handling.

6. MANAGE WASTE SAFELY: Don nitrile gloves before handling any used toilet liner. Tie off the used liner and place it inside the biohazard bag for secondary containment. Keep all waste storage physically separated from food and water distribution points.

7. MANAGE THE ENVIRONMENT: Activate one light stick for ambient room illumination to reduce anxiety. Reserve the two LED flashlights for specific tasks only. Distribute Mylar emergency blankets to any individual who is cold or showing signs of shock. Turn the AM/FM/WB radio on only at planned intervals, such as the top of each hour for five minutes, to monitor emergency broadcasts without depleting battery life.

8. MAINTAIN TACTICAL SILENCE: In a hostile threat scenario, suppress all unnecessary noise. Use the signal whistles only when you are certain that trusted first responders are outside and ready to receive the signal. Three blasts indicate distress. Do not use the whistles if tactical silence is required.

9. SEAL THE ENVIRONMENT IF NEEDED: Use the tarp, plastic sheeting, and duct tape to seal air gaps around doors and windows if the threat involves airborne hazards or if additional concealment is required.

10. PREPARE FOR EVACUATION IF ORDERED: Distribute the five emergency ponchos to personnel if evacuation is ordered during inclement weather. Ensure all kit components are secured or accounted for prior to departure.
