Quick Overview

The Luminary 20-Person Shelter-in-Place Emergency Kit is a complete sustainment and basic care system that provides hydration, nutrition, sanitation, illumination, and minor injury management capability for up to 20 individuals during 72-hour emergency operations where evacuation is unsafe.

This kit is organized across six core capability domains: hydration and nutrition, sanitation and hygiene, illumination and communication, basic first aid, light-duty tools and area control, and shelter and environment. Each domain is provisioned for a 20-person group over a 72-hour sustainment window, with strict rationing discipline required to maintain that timeline. The kit ships as a three-part package comprised of two buckets and one duffle, designed for rapid deployment to a pre-designated assembly point by a designated team leader.

Sustainment resources include 20 high-density 2,400-calorie food ration bars, 20 Mayday 6-pack water pouches at 25 ounces each, and 50 germicidal tablets for emergency purification of secondary water sources. Sanitation is managed through two bucket-style Port-a-Potties, 12 toilet liners, two toilet chemical treatments, and 20 moist towelettes. Illumination and communication are handled through an AM/FM NOAA solar and dynamo radio, two D-cell flashlights with four alkaline batteries, six 12-hour light sticks, and a tertiary candle and waterproof match set for last-resort use only.

This kit is a sustainment and basic care platform, not a trauma response or heavy rescue system. It is not equipped to manage major medical emergencies, structural breaching, or hazardous material incidents. For serious injuries, the protocol is stabilize only and await professional medical responders.

Field Application Steps

1. SECURE AND ASSEMBLE: Designate a team leader to take command immediately. Move all three kit components, two buckets and one duffle, to a pre-determined, structurally sound assembly point away from windows and overhead hazards, then conduct a full headcount of all 20 personnel.

2. ESTABLISH SAFETY AND TRIAGE: Deploy the 300-foot roll of caution tape to cordon off all known hazards and define safe zones within the space. Don work gloves before handling debris, use the 15-inch pry bar only for light-duty access such as jammed doors or drawers, and under no circumstances attempt structural breaching.

3. IDENTIFY AND TREAT INJURED PERSONNEL: Don nitrile gloves before any patient contact and assess all personnel for injuries. Use the 123-piece first aid kit to manage minor cuts, abrasions, and burns only. For serious injuries, stabilize the individual and do not attempt procedures beyond your training level.

4. ACTIVATE COMMUNICATIONS AND ILLUMINATION: Deploy the AM/FM solar radio and tune to NOAA or local emergency broadcast frequencies. Assign personnel to rotating monitoring shifts. Activate light sticks for general area illumination to preserve flashlight battery life, and reserve the D-cell flashlights for focused task lighting.

5. DISTRIBUTE SUSTAINMENT RESOURCES: Issue one solar blanket to every individual immediately. Under team leader direction, distribute one water pouch and one controlled food bar portion per person as the initial ration. Brief all personnel on 72-hour rationing discipline. Uncontrolled consumption will exhaust supplies before the sustainment window closes.

6. ESTABLISH THE SANITATION FACILITY: Select a secluded, downwind, ventilated location away from the assembly area. Use the 8x10 blue tarp as a privacy screen if needed. Assemble both Port-a-Potties, install toilet liners, and add toilet chemicals to each unit. Communicate the location and mandatory use protocol to all personnel. No exceptions to designated sanitation area use.

7. MAINTAIN OPERATIONAL RHYTHM: Establish and enforce a schedule for water and food distribution, radio monitoring rotation, and rest periods across the 72-hour window. Continuously reassess building stability and external environmental conditions. If germicidal tablets are needed for secondary water sources, distribute and brief personnel on proper use before primary pouches are exhausted.
