This kit is configured to meet the requirements of California Assembly Bill 2260 for placement in newly constructed public and commercial buildings. It contains seven components organized across four functional groups: hemorrhage control tools including a windlass tourniquet and Hema-Seal Trauma Dressing, responder protection including nitrile gloves and bandage shears, documentation tools including a permanent marker and STOP the BLEED booklet, and a clear tear-open carrier pouch. Each component serves a specific role in the deployment sequence and should be understood before an incident occurs.

The deployment protocol follows a five-phase sequence: initial scene safety and EMS notification, casualty assessment and wound exposure, limb injury management via tourniquet, non-limb injury management via pressure dressing, and post-intervention stabilization with EMS handoff. For limb injuries, the tourniquet is applied 2 to 3 inches above the wound and the windlass rod is twisted until bleeding stops completely. Application time is documented on the time strap using the included marker and reported verbally to arriving EMS.

This kit is a single-use capability platform. If the outer seal is broken or any component is deployed, the entire kit must be replaced immediately using SKU 91519 from an authorized distributor. Monthly visual inspections covering pouch integrity, component count, sterile packaging condition, and signs of material degradation are required to maintain readiness and CA AB2260 compliance.

Field Application Steps

1. CONFIRM SCENE SAFETY: Before approaching any casualty, verify the scene is free of active threats. If any threat remains, do not enter. Responder safety is the absolute priority.

2. ALERT EMS: Direct a bystander to call 9-1-1 immediately. Provide the location and number of casualties and keep the dispatcher on the line throughout the intervention.

3. ACCESS THE KIT AND DON GLOVES: Tear open the clear outer pouch at the designated notches and lay contents on a clean, dry surface if available. Put on the nitrile gloves before making any patient contact. This step is non-negotiable.

4. IDENTIFY LIFE-THREATENING BLEEDING AND EXPOSE THE WOUND: Look for spurting blood indicating arterial injury, pooling blood, or blood-soaked clothing. Use the bandage shears to cut away clothing over the injury site until the wound is fully visible.

5. APPLY TOURNIQUET FOR LIMB INJURIES: Slide the windlass tourniquet 2 to 3 inches above the wound. Do not place on a joint such as the elbow or knee. If wound location is unclear, apply high and tight.

6. TIGHTEN AND SECURE THE TOURNIQUET: Pull the strap through the friction buckle until it is extremely tight and secure it back on itself. Twist the windlass rod until bleeding stops completely, then lock the rod in the securing clips.

7. DOCUMENT TOURNIQUET APPLICATION TIME: Use the permanent marker to write the time of application on the tourniquet's time strap. Use the format T: followed by the time, for example T: 14:30.

8. APPLY HEMA-SEAL TRAUMA DRESSING FOR NON-LIMB INJURIES: For wounds to the neck, shoulder, or groin where a tourniquet cannot be applied, place the sterile pad directly onto the wound. Apply firm, continuous, direct pressure with both hands, then wrap the elastic bandage tightly to secure the pad and maintain pressure.

9. REASSESS AND STABILIZE: If bleeding is not controlled after tourniquet application, apply a second tourniquet above the first. Do not remove any applied tourniquet under any circumstances. Keep the casualty lying down and warm using coats or blankets to reduce shock risk.

10. EXECUTE EMS HANDOFF: When EMS arrives, deliver a clear verbal report identifying the intervention performed, the limb or location treated, and the documented time of tourniquet application. Leave all used components on scene as biohazardous waste for proper disposal by responding professionals.
