The FA-504 is organized across a three-tray structure for rapid component identification under stress, covering seven functional categories: PPE and barrier protection, bleeding and wound management, immobilization, minor wound care, antiseptics and topicals, assessment and support tools, and OTC medications. Key capabilities include moderate bleeding control using 5"x9" trauma pads and conforming gauze rolls, fracture immobilization using a malleable wire splint secured with elastic bandage wrap, and shock management using a 52"x84" emergency blanket. The kit supports initial deployment protocols across the full range of non-tactical casualty scenarios.

Operators must understand the kit's defined limits before deployment. The FA-504 contains no tourniquet and no hemostatic agent, making it unsuitable for arterial bleeding or catastrophic hemorrhage. It is not equipped for penetrating chest trauma or advanced airway compromise. For uncontrolled hemorrhage, immediate massive direct pressure is the only available option while awaiting advanced care.

Readiness protocols require monthly inspection covering case integrity, sterile component seals, expiration dates, tool function, and full inventory verification. Items within 90 days of expiration must be replaced. After any deployment, the kit is removed from service immediately, a full inventory audit is conducted, all used or contaminated items are restocked, and the incident is documented in the facility logbook.

Field Application Steps

1. SCENE ASSESSMENT: Confirm the scene is safe before approaching by checking for environmental hazards such as unstable shelving or electrical hazards. Open the FA-504 kit and place it on a stable surface near the casualty.

2. DON PPE: Put on a pair of nitrile exam gloves immediately before any patient contact. Use a new pair for each casualty to prevent cross-contamination.

3. CASUALTY ASSESSMENT: Introduce yourself, establish responsiveness, and ask the casualty what happened and where they feel pain. Perform a rapid head-to-toe assessment, prioritizing any visible bleeding.

4. ACTIVATE EMS: Verbally direct a bystander to call 911 and report the nature of the incident, including suspected fracture or active bleeding. Do not leave the casualty unattended to make the call yourself.

5. BLEEDING CONTROL: Use the Lister bandage shears to cut away clothing and expose the wound. Apply a 5"x9" trauma pad directly to the wound with firm, direct pressure, then secure it with a 3" conforming gauze roll, snug but not tight enough to impair circulation.

6. DISTAL PULSE CHECK: After securing the wound dressing, check for a pulse distal to the injury, such as at the foot for a lower leg wound. If the pulse is absent or circulation appears impaired, adjust the dressing immediately.

7. FRACTURE IMMOBILIZATION: Address suspected fractures only after significant bleeding is controlled. Do not attempt to straighten a deformed limb. Form the wire splint to the contour of the uninjured arm, then place it under the injured limb to immobilize the joints above and below the fracture site.

8. SECURE THE SPLINT AND CHECK CSM: Wrap the splint with the 3" elastic bandage starting distally, furthest from the heart, and working proximally. Immediately assess Circulation, Sensation, and Motor function in the fingers. If fingers become cold, pale, blue, or numb, loosen the wrap without delay.

9. APPLY SLING: Use a triangular bandage to create a sling supporting the splinted arm, reducing load on the injury and limiting movement during the wait for EMS.

10. SHOCK MANAGEMENT: Unfold the 52"x84" emergency blanket over the casualty to conserve body heat and support shock management. Continue monitoring breathing rate and level of consciousness, and reassure the casualty verbally throughout.

11. EMS HANDOVER: Document injuries identified, all interventions performed, and the time of the incident. Provide this report directly to arriving EMS personnel for continuity of care.

12. POST-DEPLOYMENT SUSTAINMENT: Remove the kit from service immediately after any use. Conduct a full inventory audit, restock all used or contaminated items, decontaminate reusable tools such as shears and forceps, and record the incident in the facility logbook.
