The kit is designed for deployment within an organized team operating under an Incident Command System structure, not for lone-actor response.

Operator readiness depends on correct PPE sequencing and pre-deployment equipment checks. The hard hat, safety vest, and chemical goggles are donned before entry into any operational area, with nitrile gloves required for all direct patient contact. The flashlight and megaphone must be function-tested at staging, and the buddy system is a non-negotiable operational requirement throughout the entire deployment period.

Sustainment protocol requires a full quarterly readiness inspection covering batteries, consumables, sterile first aid items, metal tools, and complete inventory verification. After every deployment, the kit must be decontaminated, fully reconstituted with replacement disposables, inspected for damage, and repacked with high-priority items accessible for the next activation. Field Application Steps

1. STAGE AND DON PPE: At the staging area, open the Action Response Unit and don the CERT safety vest, hard hat, and heavy duty work gloves. Place chemical goggles on the hard hat brim for immediate access upon entry.

2. CONDUCT PRE-DEPLOYMENT EQUIPMENT CHECKS: Test the "D" size flashlight for battery function and verify the megaphone is operational with "C" batteries installed. Confirm your assigned partner has completed the same checks before moving to briefing.

3. RECEIVE ASSIGNMENT AND ENTER OPERATIONAL AREA: Receive your sector assignment from the Team Leader under the established ICS structure. Upon crossing into the operational area, immediately don chemical goggles and establish constant visual and verbal contact with your partner.

4. IDENTIFY AND MITIGATE UTILITY HAZARDS: If you detect natural gas odor or hissing, use the 4-in-1 Shut Off Tool with one quarter-turn to secure the valve. Mark the structure with the lumber crayon using the notation "GAS OFF" and cordon off downed power lines or structurally compromised areas with barricade tape.

5. CONDUCT STRUCTURE SEARCH WITH PROPER MARKING PROTOCOL: Announce loudly at entry: "Community Emergency Response Team, can anyone hear me?" Mark a single diagonal slash on the structure exterior before entry. Conduct a systematic interior search using the flashlight, using the pry bar only if needed for jammed interior doors.

6. COMPLETE EXIT MARKING AND DOCUMENT FINDINGS: On exit, complete the "X" marking to form a full cross. Add the time, date, team ID, identified hazards, and number of victims found in the quadrants per FEMA Search and Rescue protocol.

7. MAKE VICTIM CONTACT AND PROVIDE CASUALTY CARE: Don nitrile gloves immediately upon locating any victim. Assess for life-threatening bleeding and, if present, use EMT scissors to expose the wound site and apply the Bloodstopper with firm direct pressure.

8. MANAGE SHOCK AND RESTRICT MOVEMENT: If the victim presents as cold or shows signs of shock, wrap them in the solar blanket. Do not move any victim with a suspected spinal injury unless they are in immediate life-threatening danger from the environment.

9. REPORT AND DIRECT AMBULATORY VICTIMS: Report victim location and condition status to the Team Leader immediately via voice or whistle signal. Use the megaphone to direct ambulatory victims toward the designated safe area.

10. DEMOBILIZE AND RECONSTITUTE THE KIT: Upon assignment completion, return to the staging area for debriefing and accountability checks. After every deployment, decontaminate all non-disposable equipment, replace all used consumables, inspect all tools and PPE for damage, and repack the kit with high-priority items positioned for immediate access.
