Operators provide authoritative instructions within their AOR, systematically sweep and track personnel, isolate hazards and direct evacuees to assembly points, deliver basic first aid for life-threatening injuries, and deliver a concise situational report to the Incident Commander or arriving first responders. These tasks are sequenced to maintain command continuity from initial alarm through professional handoff.

Deployment of this unit is bounded by clear capability limits. It is field-ready for light search operations, scene management, personnel control, and basic first aid. It is not equipped for heavy rescue, forcible entry, hazardous materials response, or advanced medical intervention. All operators must function strictly within their facility's Emergency Action Plan and their current verified level of training.

Field Application Steps

1. ASSUME AUTHORITY: Upon activation of a facility emergency, immediately assume command of your assigned Area of Responsibility. Identify yourself to personnel in your AOR as the designated Team Leader or Floor Warden and establish your presence at a visible control point.

2. INITIATE DIRECT COMMUNICATIONS: Issue clear, authoritative instructions to all personnel within your AOR. Use calm, direct language to communicate the nature of the emergency action required, whether evacuation or shelter-in-place, in accordance with your facility's Emergency Action Plan.

3. CONDUCT SYSTEMATIC AREA SWEEP: Sweep your assigned area methodically to account for all personnel. Do not clear a space until you have physically confirmed it, and track personnel status as you move through each zone.

4. CONTROL THE SCENE: Isolate any identified hazards from personnel access and secure the incident scene to the extent possible within your capability and training. Direct all evacuees to the designated assembly points specified in your Emergency Action Plan.

5. PROVIDE IMMEDIATE AID: If personnel are injured, deliver basic first aid for life-threatening conditions using the resources in your kit. Operate only within your current training level and hold the casualty until relieved by higher-level care from EMS or an advanced-trained ERT member.

6. ESTABLISH UPWARD COMMUNICATION: Maintain communication with your Building Manager or Incident Commander throughout the operational period. Relay personnel accountability status, hazard locations, and any casualty information as the situation develops.

7. EXECUTE FIRST RESPONDER HANDOFF: When professional first responders arrive and integrate, deliver a concise and accurate situational report covering your AOR status, personnel accounted for, any missing personnel, hazard locations, and casualties. Transfer command authority as directed and revert to a support role under their command.
