2. LOAD THE MAIN COMPARTMENT: Place the heaviest items first, specifically the tactical vest and boots, to create a stable base. Layer lighter or more frequently accessed items on top, and orient the helmet upside down to serve as a container for smaller loose items.

3. STAGE EXTERIOR POCKETS: Dedicate one exterior end pocket to disposable restraints and the other to PPE such as gloves. Compartmentalization of these items ensures access under operational pressure without opening the main compartment.
