Rothco Steel Thumbcuffs are specialized secondary restraint devices used by trained law enforcement, security, and corrections personnel to temporarily immobilize a subject when standard handcuffs are unavailable, impractical, or would compromise an operation.

The thumbcuffs consist of two nickel-plated steel cuff bodies connected by a short chain, each with a ratchet arm that encircles the base of the thumb and locks into the body's internal mechanism. A double lock system, engaged via a small pinhole using the key's rear pin, freezes the ratchet to prevent further tightening and reduce the risk of nerve or circulatory injury. Operators carry two standard cuff keys: one on their person and one stored separately as a redundancy protocol.

These devices are authorized for backup deployment when primary restraints are unavailable, for use in undercover or non-permissive environments requiring deep concealment, and as a component of an escape and evasion kit. They are not authorized for prisoner transport, high-risk subject management, extended confinement, or use as a primary restraint replacement. Their lower tensile strength relative to standard handcuffs makes them more susceptible to defeat by a determined subject.

Engaging the double lock is a mandatory step in every deployment. Failure to do so constitutes a critical operational failure, exposing the subject to injury from over-tightening and increasing the risk that the subject can manipulate or defeat the restraint. All use must be consistent with operator training, agency policy, and governing use-of-force law.

Field Application Steps

1. ESTABLISH POSITIONAL CONTROL: Gain physical control of the subject and bring their hands behind their back, forcing both thumbs into close proximity before deploying the device.

2. PREPARE THE DEVICE: Hold the thumbcuffs in your dominant hand and swing both ratchet arms fully open and clear of the cuff bodies before moving to apply them.

3. APPLY THE FIRST CUFF: Secure one cuff around the base of the subject's first thumb and push the ratchet arm through until snug. Do not use excessive force. The cuff must prevent the thumb from slipping over the joint without immediately restricting blood flow.

4. APPLY THE SECOND CUFF: Repeat the application immediately on the second thumb using the same controlled pressure standard.

5. CHECK FOR TIGHTNESS: The standard index finger test does not apply to thumbcuffs. Visually inspect for skin blanching and assess for immediate pain complaints. The objective is immobilization, not injury.

6. ENGAGE THE DOUBLE LOCK ON BOTH CUFFS: Use the double lock pin on the back of the cuff key to depress the lock plunger on each cuff through its pinhole access point. Confirm a faint click on each cuff. If a partner is present, verbally confirm: "Double lock is set."

7. CONDUCT A THOROUGH SEARCH: With the subject restrained and double lock confirmed, conduct a search for weapons and contraband in accordance with agency policy.

8. TRANSITION TO PRIMARY RESTRAINTS: As soon as uniformed officers or a secure environment is available, apply standard handcuffs to the subject. Remove thumbcuffs only after primary restraints are fully secured.
