Proper deployment protocol requires more than mechanical application. Field Application Steps

1. STAGE THE CUFFS FOR APPLICATION: Grip the chain links with your lower three fingers in your dominant hand. Position your thumb and index finger on the double strand of the top cuff, confirm the single strand swings freely, and orient the keyholes away from the subject's body.

2. APPLY THE TOP CUFF: Place the double strand against the thumb-side of the subject's wrist and apply firm downward pressure, causing the single strand to swing around and engage the ratchet teeth. Position the cuff between the wrist bone and the hand to limit leverage and reduce the risk of nerve injury.

3. APPLY THE SECOND CUFF: While maintaining control of the first cuffed hand and the chain, bring the subject's second hand into position. Apply the second cuff using the same procedure as the first.

4. ASSESS FOR PROPER FIT: Immediately check both cuffs by inserting the tip of your index finger between the cuff and the subject's wrist. Cuffs must be tight enough to prevent escape but must not restrict circulation. Ask the subject whether they can feel their fingertips and verbally confirm fit.

5. ENGAGE THE PUSH PIN DOUBLE LOCK: Using the pin on the back of the handcuff key, firmly depress the Push Pin on the edge of the cuff body until it clicks or sets into the recessed position. Physically verify the single strand no longer tightens, then verbally announce confirmation for each cuff.

6. MONITOR THE SUBJECT CONTINUOUSLY: Once restrained, observe the subject's hands for discoloration or numbness indicating circulation loss. If the subject reports numbness or pain, immediately reassess cuff tightness and adjust.

7. MANAGE SUBJECT POSITION: Move the restrained subject out of the prone position to a seated or recovery position as soon as tactically feasible. Extended prone restraint, particularly for subjects who are obese, agitated, or under the influence, creates a serious risk of positional asphyxia.

8. REMOVE THE CUFFS: Insert the key into the keyway and turn away from the single strand to disengage the double lock, confirming the click or release. Turn the key toward the single strand to disengage the primary lock, open the cuff, and remove it. Secure the subject or the device per agency protocol.
