The Rothco Concealed Carry Holster Panel is a hook-and-loop mounted holster platform that enables operators to stage a semi-automatic pistol for consistent, repeatable access within backpacks, vehicle panels, concealed carry vests, and gun safes.

The panel attaches via a full 6-inch by 6-inch hook-backing surface that adheres aggressively to any loop-lined compartment. Retention is achieved through heavy-duty elastic webbing that holds the firearm by friction and tension against the frame and slide. This is a Level 1 retention system, meaning there is no active locking mechanism. The elastic webbing must fully cover the trigger guard at all times. If it does not, the system must not be used.

The ambidextrous symmetrical design supports both left-handed and right-handed draw configurations. Orientation is determined entirely by panel placement on the loop surface, with the grip angled toward the operator's draw hand. The padded panel body protects the firearm's finish from abrasion and reduces visible printing through soft-sided bags and vest pockets. Dry-fire rehearsal must be completed before live configuration to confirm a clean, repeatable draw stroke free of snagging from zippers, seams, or adjacent equipment.

Sustainment requires pre-use inspection of the elastic webbing for stretching, fraying, or loss of tension, and inspection of the hook backing for lint or debris fouling. The panel must be air-dried only after cleaning. Elastic is a consumable component. When the firearm is no longer held securely, the panel must be replaced immediately.

Field Application Steps

1. UNLOAD AND CLEAR THE FIREARM: Visually and physically confirm the chamber is empty and no ammunition is present. This step is mandatory before any handling, fitting, or mounting activity.

2. TEST-FIT THE FIREARM TO THE PANEL: Outside the bag or mounting surface, insert the cleared firearm into the elastic webbing. Confirm that the webbing provides adequate tension and fully covers the trigger and trigger guard. If the trigger guard is not fully covered, do not proceed with this system.

3. IDENTIFY AND ASSESS THE MOUNTING SURFACE: Locate the dedicated loop-lined compartment in the bag, vest, or vehicle panel. Confirm the surface is clean and free of lint, debris, or fouling that would degrade hook adhesion.

4. DETERMINE DRAW CONFIGURATION: Decide draw hand and grip cant before mounting. For a right-handed operator, orient the panel so the grip faces the right side of the compartment. For a left-handed operator, reverse the orientation accordingly.

5. MOUNT THE PANEL WITHOUT FIREARM: Press the hook-backed panel firmly and evenly across the entire 6-inch by 6-inch surface onto the loop lining. Apply consistent pressure across the full panel. A weak or partial mount will cause the panel to pull away during the draw stroke.

6. HOLSTER THE UNLOADED FIREARM AND REHEARSE THE DRAW: Insert the cleared firearm into the mounted panel and practice the full draw stroke multiple times. Identify any snagging from zippers, seams, or adjacent equipment. Adjust panel position as needed until the grip is the first and only point of hand contact on every repetition.

7. CONFIRM DRAW STROKE BEFORE LIVE CONFIGURATION: A clean, repeatable draw stroke must be established through dry-fire rehearsal before proceeding. Do not skip this step.

8. TRANSITION TO LIVE CONFIGURATION: Once a safe and efficient draw stroke is confirmed, carry the firearm in your preferred condition in accordance with applicable laws and your current training level.

9. CONDUCT PRE-USE INSPECTION AT EVERY DEPLOYMENT: Before each use, inspect the elastic webbing for stretching, fraying, or loss of tension. Inspect stitching securing the elastic to the panel body. Check the hook backing for debris fouling. A compromised elastic band does not provide adequate retention and must be replaced before use.
