Quick Overview

The Kemp USA Tactical Vest is a non-ballistic, MOLLE-compatible load-bearing platform used by law enforcement, EMS, maritime security, and protective services personnel who require a modular, field-ready carrier that can be up-armored with ballistic plates and rapidly doffed in emergencies.

The vest functions as a base chassis, not a standalone protective device. Ballistic capability is entirely dependent on NIJ-certified armor plates inserted by the operator into the front and rear plate pockets. Without plates, the vest provides zero ballistic or fragmentation protection. Correct plate orientation, strike face outward, is a non-negotiable fitment requirement that directly determines whether vital organ coverage is achieved.

Proper fitment is a safety function, not a comfort preference. The top edge of the front plate must align with the sternal notch to ensure thoracic cavity coverage. A loose vest shifts under dynamic movement and exposes vulnerabilities. A vest cinched too tight restricts breathing and circulation. Both conditions degrade operator readiness and must be corrected before deployment.

The quick-release system is a primary survival feature, particularly for maritime operations and immediate trauma access. Personnel must be trained on both activation and reassembly before operational deployment. After any activation, whether in a drill or a live emergency, the system must be fully reassembled and function-checked before the vest is returned to service. An unlatched carrier provides no protection.

Field Application Steps

1. PRE-MISSION INSPECTION: Visually and physically check all stitching, fabric, and MOLLE loops for tears or fraying. Manipulate all quick-release buckles to confirm they lock and release correctly, and verify the drag handle attachment is fully intact.

2. INTEGRATE ARMOR PLATES: Open the hook-and-loop retention flap at the bottom of both the front and rear plate pockets. Insert NIJ-certified ballistic plates with the strike face oriented outward, away from the body, then secure the retention flap firmly so the plate cannot shift.

3. ATTACH MOLLE POUCHES: Weave each pouch strap through the PALS webbing on the exterior front and rear panels. Confirm every pouch is fully seated, secure, and positioned for efficient access without impeding movement or firearm presentation.

4. PREPARE FOR DONNING: Pre-set shoulder straps to your approximate torso length. Disconnect one side of the waist strap system to allow the vest to open for donning.

5. DON THE VEST: Place the vest over your head so the front panel hangs in position against your chest. Bring the disconnected waist strap around your body and secure it to the opposite connection point.

6. ADJUST PLATE HEIGHT: Using the shoulder strap adjustments, raise or lower the carrier until the top edge of the front armor plate aligns with the sternal notch, the U-shaped dip at the base of the neck. The rear plate should sit at a corresponding height.

7. SECURE AND ADJUST THE WAIST SYSTEM: Cinch the cummerbund or side straps snugly enough to prevent the vest from shifting during dynamic movement. Do not over-tighten to the point of restricting breathing or circulation.

8. CONDUCT A FINAL FIT CHECK: Squat, twist at the torso, and simulate aiming a weapon. The vest must not shift excessively or interfere with your range of motion. Readjust any component that fails this check before proceeding.

9. EXECUTE EMERGENCY QUICK-RELEASE DOFFING (IF REQUIRED): Locate the designated quick-release tabs at the shoulder and waist connection points. Pull the shoulder buckle tabs first, then the waist buckles, and shed the vest. Rehearse this sequence until it can be performed without conscious thought, including under stress and in low-visibility conditions.

10. REASSEMBLE AND FUNCTION-CHECK AFTER ANY QUICK-RELEASE ACTIVATION: After any drill or live activation of the quick-release system, fully reassemble all shoulder and waist buckle connections. Function-check each connection point before returning the vest to service.

11. POST-MISSION INSPECTION AND CLEANING: Inspect the vest for rips, tears, or broken buckles incurred during deployment. Remove all pouches and armor plates, brush off loose debris, and hand wash with mild soap in cold water only if soiling requires it. Air dry completely in a shaded, well-ventilated area before storing.

12. STORE CORRECTLY: Store the vest lying flat or on a heavy-duty body armor hanger in a cool, dry, dark environment. Keep it away from direct sunlight and petroleum products. Store with armor plates removed unless operationally required, with all pouches configured and ready for rapid donning.
