The cuffs are built around two integrated locking systems that work in sequence. The primary lock pawl, a spring-loaded internal mechanism, engages the ratchet arm teeth upon application and prevents the strand from backing out. The double lock mechanism, activated by inserting the pin end of the key into the dedicated pin hole, prevents the ratchet arm from tightening further after application. This secondary lock is critical: it protects the subject from nerve damage, compression neuropathy, and ischemia, and it increases the cuff's resistance to picking and shimming.

Proper deployment follows a defined five-stage protocol covering preparation, first and second wrist application, post-application safety checks, and controlled removal. Fit verification is a required step, not optional. The operator must confirm a one-finger gap between the cuff and the subject's wrist before engaging the double lock. Keyholes should be positioned facing away from the subject's body to ensure accessible key entry during removal.

Readiness is maintained through per-shift inspection of the steel body, chain integrity, and mechanical function of both locks on both cuffs. Two keys must be accounted for at all times: one staged on the operator's person and one secured in a known secondary location. Post-use protocol includes disinfection, debris clearance from the ratchet teeth, and periodic lubrication of the keyway and ratchet mechanism with a light gun oil.

Field Application Steps

1. STAGE YOUR EQUIPMENT: Confirm the handcuffs are in a state of readiness with the single strand swung through the double strand housing. Retrieve the cuffs and hold them in your dominant hand with the chain links resting in your palm and the single strands pointing away from your fingers for maximum deployment control.

2. ESTABLISH SUBJECT CONTROL: Achieve positive control over the subject's arm by securing both their hand and elbow before attempting application. Do not attempt to apply the cuff without physical control of the limb.

3. APPLY THE FIRST CUFF: Place the double-strand lock housing against the thumb side or narrowest part of the subject's wrist. Apply firm, sudden pressure so the momentum of the single strand causes it to swing around and engage the lock housing. If the strand does not fully encircle and lock, manually push it into the housing until engagement is confirmed.

4. APPLY THE SECOND CUFF: While maintaining control of the first cuffed hand, bring the subject's second arm into position behind their back per your agency's policy. Repeat the application process on the second wrist. Orient both keyholes facing up and away from the subject's body to facilitate removal and double lock access.

5. CHECK FIT: Insert the tip of your index finger between the cuff and the subject's wrist. If the fit is too tight to allow this, back the ratchet arm out by one tooth before proceeding to double lock engagement.

6. ENGAGE THE DOUBLE LOCK: Insert the pin end of the key into the double lock pin hole on the edge of the cuff body and press firmly until you hear or feel a click. Repeat on the second cuff. Tug the single strand on each cuff to confirm the double lock is fully seated and the ratchet arm will not tighten further.

7. CONDUCT A SEARCH: Once both cuffs are double locked, conduct a thorough search of the subject before initiating transport or transfer.

8. REMOVE THE CUFFS UNDER CONTROLLED CONDITIONS: Insert the barrel end of the key into the keyway and turn toward the single strand to disengage the double lock. Then turn in the opposite direction, toward the double strand, to disengage the primary lock and open the cuff. Maintain physical control of the subject and the handcuffs throughout the entire removal sequence.
