The pannier's right-side-only configuration is a deliberate tactical decision, not a convenience choice. When an operator dismounts and lays the bicycle on its left (non-drive) side per standard field protocol, the bicycle frame shields the pannier and the AED from ground impact. A padded main compartment dampens road vibration during transit, and a storm flap over the #10 YKK zippers blocks rain, dust, and environmental contaminants, ensuring the device arrives in a fully operational state.

Attachment to the rack is achieved through three independent points: inverted J-hooks on the top rail as the primary load-bearing interface, a bungee S-hook providing lower lateral retention, and Stability Strap #1312 preventing fore-and-aft shift during acceleration and braking. All three points must be secured before deployment. Failure to do so risks the pannier contacting the rear wheel spokes, which can cause catastrophic bicycle failure and operator injury. Field Application Steps

1. PRE-DEPLOYMENT INSPECTION: Conduct a full readiness check per the Section 5 checklist. Inspect J-hooks and S-hook for cracks or deformation, test bungee elasticity, verify zipper travel is smooth and the storm flap provides complete coverage, and confirm internal padding and clear vinyl pockets are intact.

2. MOUNT TO RIGHT SIDE OF RACK: Affix the pannier to the right side of the bicycle's heavy-duty rear cargo rack only. Engage the inverted J-hooks over the top rail and confirm they are fully seated as the primary load-bearing attachment points.

3. SECURE LOWER AND FORE-AFT RETENTION: Stretch the bungee S-hook downward under tension and attach it to a low point on the rack or frame. Attach and tighten Stability Strap #1312 from the pannier to a vertical rack support to eliminate fore-and-aft movement during acceleration and braking.

4. LOAD AED AND ANCILLARY SUPPLIES: Place a fully inspected AED into the padded main compartment. Stock the four interior clear vinyl pockets with mission-essential consumables: spare electrode pads, prep razor, nitrile gloves, and a CPR face shield.

5. CLOSE AND VERIFY ATTACHMENT: Secure the #10 YKK zippers fully and position the storm flap to cover the entire zipper track. Perform a manual pull test from all directions to confirm the pannier is rigidly attached before mounting the bicycle.

6. DISMOUNT AND POSITION BICYCLE ON SCENE: Upon arrival, lay the bicycle down on its left (kickstand) side. This positions the bicycle frame between the ground and the pannier, protecting the AED from impact during the patient care transition.

7. ACCESS AND EXTRACT THE AED: Move to the right side of the downed bicycle. Pull the storm flap open, operate the zippers, and remove the AED and any required ancillary supplies from the compartment.

8. DEPLOY THE AED: Bring the AED to the patient's side and operate it per your medical training, the manufacturer's instructions, and your jurisdictional protocols. This SOP governs pannier deployment only; AED use is solely the operator's clinical responsibility.

9. EXECUTE TACTICAL CARRY IF NEEDED: If the patient is inaccessible by bicycle, such as up stairs or through a restricted access point, disengage all three attachment points rapidly and carry the entire pannier to the patient's location.

10. POST-USE DECONTAMINATION AND STORAGE: Clean the exterior and interior with a damp cloth and mild detergent. Wipe the reinforced vinyl back with an agency-approved disinfectant and air dry completely before storing. Do not machine wash or machine dry. If exposure to bloodborne pathogens occurred, remove from service and process per agency decontamination protocols.
