The R&B Cleveland Straps Hose Management System is a three-point strap assembly that enables a single firefighter to transport and rapidly deploy a 100-foot section of 1¾-inch attack line in high-rise, standpipe, and confined space operations where speed and maneuverability are critical.

The system converts a pre-coiled Cleveland Load into a compact, non-shifting bundle secured by three 2-inch nylon webbing straps and Nexus side-release buckles engineered for gloved-hand operation. This configuration eliminates hose entanglement and kinking during transport, and allows complete, immediate strap release at the deployment point without restricting hose expansion when the line is charged. A removable shoulder strap frees the operator's hands for tools, thermal imaging equipment, or three-point stair contact during the advance.

Field deployment follows a three-phase protocol: bundle preparation at the apparatus, transport and standpipe connection at the designated floor, and strap release followed by nozzle advance and line charging. The female coupling is positioned on the outside of the coil for immediate standpipe connection, while the male coupling and nozzle remain secured inside the bundle until deployment. The Cleveland Load geometry allows the hose to pay out in the intended direction with minimal kinking as the nozzle team advances toward the fire.

Readiness sustainment requires visual and tactile inspection of all webbing and buckles after each use and during weekly apparatus checks. Straps showing melting, charring, chemical staining, or fraying must be removed from service immediately. Buckle integrity is a critical failure point: a single cracked or deformed buckle takes the entire strap assembly out of service until repaired by an authorized party.

Field Application Steps

1. LOAD AND COIL THE HOSE: Lay out a 100-foot section of 1¾-inch hose flat and attach the nozzle. Form a standard Cleveland Load circular coil, ensuring the male coupling sits on the inside of the coil and the female coupling remains on the outside and fully accessible for standpipe connection.

2. POSITION THE STRAP ASSEMBLY: Lay the Three-Point Strap Assembly flat on the ground with the blue side facing up. Center the placement so all three strap points will distribute evenly around the coil.

3. PLACE THE COIL ON THE ASSEMBLY: Set the completed hose coil onto the center of the strap assembly. Confirm the female coupling remains accessible on the exterior of the bundle.

4. SECURE THE BUNDLE: Bring all three straps up and around the hose coil. Insert the male end of each Nexus buckle into its female end and pull the running end of each webbing strap to cinch the bundle down firmly. The final bundle must be compact with no loose hose loops.

5. ATTACH THE SHOULDER STRAP: Connect the removable shoulder strap to the designated attachment points on the main strap assembly. Confirm all connection hardware is seated and secure.

6. STOW FOR SERVICE: Place the completed bundle in its designated apparatus compartment. Orient the female coupling for immediate access and connection upon arrival at the standpipe outlet.

7. DON THE BUNDLE AND ADVANCE: At the scene, remove the bundle from the apparatus and carry it over the shoulder using the shoulder strap. Adjust for a balanced fit. Proceed to the designated standpipe outlet floor with hands free to carry tools and maintain stair contact.

8. POSITION AND CONNECT AT THE OUTLET: Place the bundle on the floor next to the standpipe outlet, oriented so the hose will deploy toward the objective. Connect the external female coupling securely to the standpipe outlet. Remove the shoulder strap if operationally appropriate.

9. RELEASE THE STRAPS: With a gloved hand, depress the sides of all three Nexus buckles to release each strap. Pull all straps completely clear of the hose coil before the nozzle team advances.

10. ADVANCE THE NOZZLE TEAM: The nozzle firefighter advances toward the fire area, pulling the hose. The coil will unroll and pay out behind the operator in the intended direction without entanglement.

11. CHARGE THE LINE: Once the nozzle team is in position and calls for water, the pump operator or control firefighter charges the line. The Cleveland Load geometry allows the hose to expand and stiffen with minimal kinking.
