Proper deployment of double lock handcuffs requires a sequential protocol that begins before contact is made. Cuffs must be staged consistently in their carrier, drawn by gripping the double strand body, and applied to the thumb-side of the wrist at the narrowest point between the hand and the ulnar styloid process. Fit is confirmed by the ability to insert the tip of the little finger between the cuff and the wrist. Physical verification takes precedence over verbal report from the subject.

The double lock mechanism is a non-negotiable safety and security step in every deployment. Engaging the double lock prevents the ratchet from tightening further during a struggle or transport, directly reducing the risk of compression injury to the radial, ulnar, and median nerves. It also adds a secondary layer of security against shimming or picking. Both cuffs must be double locked independently, confirmed by a click and verified by attempting to tighten the single strand.

Field Application Steps

1. STAGE AND GRIP THE CUFFS: Confirm cuffs are properly staged in their carrier for a consistent draw. Grip the double strand body firmly with your index finger placed along the outside to guide the cuff and protect your fingers during application.

2. APPLY THE FIRST CUFF: Bring the subject's hand into a controllable position and apply the single strand against the thumb-side of the wrist, over the radius bone. Push firmly so the single strand swings around the wrist and engages the ratchet teeth, guiding manually if needed to seat the first few teeth.

3. APPLY THE SECOND CUFF: Bring the subject's second hand behind the back with palms facing outward to limit mobility. Maintain positive control of the first applied cuff and the subject's arm, then apply the second cuff using the same technique.

4. CHECK FIT AND TENSION: Position each cuff at the narrowest part of the wrist, between the hand and the wrist bone. Confirm proper fit by inserting the tip of your little finger between the cuff and the wrist. Use your physical check as the final determinant, not the subject's verbal response.

5. ENGAGE DOUBLE LOCKS ON BOTH CUFFS: Insert the pin end of the handcuff key into the double lock pin hole on each cuff and press firmly until you feel or hear a click. Verify engagement by attempting to tighten the single strand, it must not move in either direction.

6. CONDUCT POST-APPLICATION MONITORING: Perform a thorough search of the subject for weapons or contraband immediately following restraint. Throughout transport, continuously monitor for complaints of pain or numbness and visible signs of circulatory distress such as discoloration of the hands, and re-check cuff fit as needed.
