Quick Overview

Rothco NIJ Approved Hinged Handcuffs are professional-grade, temporary restraints used by trained law enforcement, corrections, and qualified security personnel to establish superior control over non-compliant or high-risk subjects where standard chain-link restraints are insufficient.

The hinged design functions as a rigid bar between the wrists, severely limiting a subject's range of motion and eliminating the wrist rotation that standard chain cuffs permit. This enhanced control capability makes hinged restraints the correct deployment choice for prisoner transport, cell extractions, and subjects with a documented history of resistance or escape attempts. The stainless steel construction adds operational durability in maritime environments, high-humidity field conditions, and any situation requiring corrosion resistance over long-term duty use.

Proper deployment requires a specific seven-step protocol that includes staging, establishing subject control, applying both cuffs with correct wrist positioning, verifying fit using the little-finger clearance standard, and engaging the double lock on each cuff without exception. The double lock mechanism freezes the ratchet arm and prevents self-tightening during transport or struggle, which is the primary safeguard against nerve damage, ischemia, and wrist fractures. Failure to engage the double lock is classified as a gross procedural error in this SOP.

Readiness sustainment requires a pre-duty inspection covering visual integrity, function check, lock verification, and hinge solidity before every shift. Two keys are issued per set: one for primary carry and one mandatory backup stored separately to mitigate loss during a critical incident. Contaminated restraints must be decontaminated with an agency-approved disinfectant before return to service, and lubrication should be applied sparingly to avoid fouling the internal lock mechanism.

Field Application Steps

1. STAGING AND GRIP: Remove the cuffs from their pouch and grip both cuff bodies with the ratchet arms free to swing. Position your thumb to push the single-strand ratchet arm through, creating an open loop, and hold the unit as a single rigid assembly using the hinge.

2. ESTABLISH SUBJECT CONTROL: Do not attempt cuff application until the subject is in a position of disadvantage with hands behind the back and against a solid surface if possible. Issue clear verbal commands: "Put your hands behind your back."

3. APPLY THE FIRST CUFF: Secure the subject's primary hand and apply the open cuff to the wrist just below the wrist bone. Use a push-pull or swing-through technique to encircle the wrist and engage the first few ratchet teeth, applying from the top of the wrist downward.

4. APPLY THE SECOND CUFF: Bring the subject's second hand directly to the first, maintaining control of both hands throughout. Due to the rigid hinge, there is no flexibility in positioning: the second wrist must come to the open cuff, not the other way around.

5. VERIFY FIT: Immediately check fit on both cuffs using the little-finger clearance standard: you must be able to slide the tip of your little finger between the cuff and the subject's wrist. Adjust by one or two ratchet clicks as needed. Too loose creates an escape risk; too tight creates an injury risk.

6. ENGAGE THE DOUBLE LOCK ON BOTH CUFFS: Insert the pin on the end of the handcuff key into the double lock hole on the edge of each cuff body and press firmly until you hear or feel a positive click. Verify engagement by attempting to tighten the cuff: it must not move. Complete this step on both cuffs without exception.

7. EXECUTE POST-APPLICATION PROTOCOL: Conduct a thorough search of the subject for weapons and contraband. Maintain constant visual or physical control of the restrained individual and transition the subject out of a prone position as soon as it is safe to eliminate positional asphyxia risk.
