The Rothco cuffs are constructed from heavy-gauge 2.5mm stainless steel, a significant increase over the standard 1.8mm found in most duty cuffs. This construction provides enhanced resistance to mechanical failure, corrosion from salt air and humidity, and determined tampering under dynamic load conditions. The material profile makes these cuffs specifically suited for maritime and coastal deployments as well as long-term storage in emergency vehicle kits where maintenance intervals may be irregular.

The locking system includes a ratchet mechanism, ditched jaw arm for shim-tool resistance, and a double lock mechanism that prevents the cuff from tightening further once set. Double lock engagement is a mandatory protocol step, not an optional one. Failure to engage the double lock during transit or a struggle introduces direct risk of circulatory compromise, nerve damage, or tissue necrosis to the subject.

Proper fit is confirmed by the little finger test: the tip of the officer's little finger should slide between the cuff and the subject's wrist. Cuffs that are too tight require loosening by one to two ratchet clicks using the key flag end. Two keys are provided for redundancy, with one carried on the officer's person and one secured separately as a backup.

Field Application Steps

1. PREPARATION AND STAGING: Draw the handcuffs and hold them in your non-dominant hand with the single strands facing away from your palm. Gain positional advantage over the subject per agency policy, placing them prone, kneeling, or against a solid surface.

2. APPLICATION TO FIRST WRIST: Secure the subject's first hand to the small of their back or another position of control. Hold the cuffs with the double strands in your palm, position the single strand against the wrist, and press firmly so momentum swings the jaw arm closed and engages the ratchet.

3. MANUAL CLOSURE IF NEEDED: If the jaw arm does not auto-lock on contact, manually swing the single strand closed until the ratchet engages. Do not leave the first cuff unsecured before moving to the second wrist.

4. APPLICATION TO SECOND WRIST: While maintaining control of the first secured hand, bring the subject's second hand into position. Repeat the application process until the ratchet engages on the second cuff.

5. FIT CHECK AND ADJUSTMENT: Slide the tip of your little finger between the cuff and the subject's wrist on both sides. If the fit is too tight, use the key flag to loosen by one to two ratchet clicks. If too loose, tighten by one click. Confirm proper fit before proceeding.

6. DOUBLE LOCK ENGAGEMENT: Insert the double lock activator pin end of the key into the double lock pin slot on the first cuff and press firmly until you feel or hear a click. Physically verify by attempting to tighten the cuff. It must not move. Repeat on the second cuff.

7. POST-APPLICATION SEARCH: Conduct a thorough search for weapons and contraband per your agency's search-incident-to-arrest policy before initiating transport.

8. CONTINUOUS MONITORING DURING TRANSPORT: Monitor the subject throughout transport for signs of medical distress related to the restraints, including complaints of numbness, tingling, or breathing difficulty, and remain alert to positional asphyxia risk.
