Quick Overview

The Smith & Wesson Model 100 is a professional-grade double-lock handcuff designed for temporary restraint of subjects during arrest, transport, and processing by trained law enforcement, corrections, and security personnel.

The Model 100 features 23 locking positions and accommodates wrist perimeters from 5.8 to 8.4 inches. Its core lock assembly uses a heat-treated pawl that engages ratchet teeth to prevent the single strand from backing out, and the mechanism is engineered to resist picking and shimming. The double lock slot, located on the cuff body edge, freezes the pawl when engaged, preventing accidental over-tightening and increasing tamper resistance during transport or struggle.

Correct deployment follows a four-phase protocol: pre-deployment staging, application with a verified tightness check, immediate double lock engagement, and controlled removal. The tightness standard requires one finger clearance between the cuff and the subject's wrist. Engaging the double lock is a non-negotiable step in the sequence. Failure to do so is a primary cause of radial nerve palsy and creates significant operator liability.

Operators must maintain direct observation of restrained subjects at all times. Prolonged prone restraint carries a documented risk of positional asphyxia, particularly in subjects who struggled violently or are under the influence of intoxicants. These restraints are NIJ-certified for tamper resistance, not tamper-proof, and a determined subject requires continuous physical and visual control throughout the restraint period.

Field Application Steps

1. STAGE THE CUFFS: Position cuffs in your carrier for dominant or support-hand access consistent with your training. Set the single strands clear of the double strands and confirm the double locks are fully disengaged before deployment, as an engaged double lock will prevent the ratchet from closing.

2. ESTABLISH YOUR GRIP: Secure the chain and swivels along with the double strands between your thumb and index finger, with the single strands facing away from your palm. This grip enables single-motion application under stress.

3. APPLY THE FIRST CUFF: Place the single strand into the wrist-bone recess of the subject's nearest wrist and drive it through the double strand with one decisive motion to engage the ratchet. Verify tightness immediately: the cuff must be snug enough to prevent slipping over the hand while allowing one finger clearance between the cuff and the wrist.

4. APPLY THE SECOND CUFF: Bring the subject's other arm back-to-back with the cuffed arm. Apply the second cuff with the same single-motion technique and repeat the one-finger tightness check before proceeding.

5. ENGAGE THE DOUBLE LOCK ON BOTH CUFFS: Insert the double lock pin into the double lock slot on each cuff and press firmly toward the keyway. A slight click may be felt or heard. Verify engagement by attempting to tighten the cuff: it must not move.

6. MONITOR THE SUBJECT CONTINUOUSLY: Maintain positive control of the subject's hands and the cuff chain throughout transport. Move the subject from prone to a seated or recovery position as soon as tactically feasible to mitigate positional asphyxia risk. Re-check cuff tightness frequently, as changes in physiology and temperature can affect fit.

7. REMOVE THE CUFFS UNDER CONTROLLED CONDITIONS: Maintain positive control of the subject and cuffs throughout removal. Insert the key flag and turn it away from the double lock slot to disengage the double lock first. Then rotate the key in the opposite direction, toward the double lock slot, to retract the pawl and release the single strand. Secure the cuffs immediately upon removal.
