3. TRIAGE AND TREAT CASUALTIES: Don nitrile gloves before any patient contact and conduct a rapid assessment of all personnel. Address catastrophic hemorrhage first by applying the windlass tourniquet high and tight on the injured limb or packing hemostatic gauze firmly into wounds where a tourniquet cannot be placed. Document the time of tourniquet application immediately.

4. MANAGE SECONDARY INJURIES: Apply the Hema-Seal trauma dressing and trauma pads to wounds requiring pressure dressings. Immobilize suspected fractures using the padded splint, securing joints above and below the injury. 6. ACCOUNT FOR PERSONNEL AND SUPPLIES: Conduct a full headcount and inventory all kit contents. Implement strict water rationing immediately, as the 20 four-ounce packets provide only one packet per person. Prioritize rescue blankets and ponchos for injured or vulnerable individuals.

7. MAINTAIN LOW PROFILE: Keep personnel quiet and calm, turn off room lights, and silence all electronic devices. Use duct tape to cover any windows in the door and seal gaps around doors or windows if an airborne contaminant threat is present.

8. SIGNAL FOR RESCUE: When rescue personnel are audible nearby, use the emergency whistle to signal your location with three short blasts, the universal distress signal. Do not open the door until instructed to do so by verified authorities.
